Reporting to the Corporate Director Global Trade Compliance and
the Segment President, the Segment Import Export Compliance Director will
provide compliance leadership and advice for global trade participation at the
segment level. This position will be responsible for implementation and
oversight of the trade management compliance system at the segment level, along
with monitoring the activities of the segment’s customs brokers, forwarders, and
other compliance-related third-party service providers. This includes
engagement in international programs to ensure compliance with all applicable

The position is responsible for the administration of segmental
global trade compliance including internal controls and ensuring the company
operates under “best practices” in meeting government regulations and programs.
This incorporates implementing import and export compliance assessment
guidelines, audit checklists and conducting compliance assessments. Coordinate
with all business unit General Managers and their staff to insure compliance of
all regulations and related requirements.
Exercise judgment and experience in determining the
appropriateness of proposed global trade transactions, while partnering with
various functional groups throughout the segment. Conduct internal
program-specific training and general import and export awareness training as
needed. Formalize the internal structure and practice of document retention in
line with compliance regulations, maintain reporting requirements and manage
procedural development/adaptation to ensure all recordkeeping activity is
maintained consistently.
ESSENTIAL
ROLE AND RESPONSIBILITIES:

Oversee the import and export compliance programs at plants and facilities for
respective segment.
- Ensure
segment’s compliance aligns with Company policy regarding import and export
functions as well as all federal and/or local import and export regulations.
- Manage
internal import and export compliance Assessments and Audits for all reporting
units of the segment, providing recommendations and follow-up based on
assessments and/or audit results.

Liaison with customs broker and freight forwarder to ensure their compliance
in regards to Dresser transactions, plus assist the Corporate Global Trade
Compliance Director in reviewing these service providers.
- Manage
the segment’s import and export compliance metrics and dashboard reports.

Periodically review Dresser import and export compliance policies, procedures
and forms, and advise the Corporate Global Trade Compliance Director of
suggested improvements.
- Manage
the applications for all import and/or export licenses and rulings, including
maintaining logs of all licenses, rulings, ENC notifications and all other
official government communication.

Provide guidance to Engineering, Customer Service, Sourcing, Logistics, and
other applicable functional groups regarding product classifications,
including both the HS and ECCN

Provide guidance regarding valuations, country of origin, marking
requirements, and other such compliance matters.
- Work
closely with Purchasing, Accounting, Engineering, or any other internal
departments to capture any valuation issues, such as ‘assists’, ensuring
import entry values are declared properly.

Perform restricted party screening, including the monthly upload from the
business software to the restricted party screening software.
- Direct
the reviewing of the Enhanced Proliferation Control Initiative (EPCI)
screening checklists, including maintaining the log of approved EPCI’s and
supporting documentation.

Provide guidance regarding Anti-boycott matters and submit quarterly reports
to the Corporate Global Trade Compliance Director.

Supports the development and maintenance of a centralized, automated
import/export database for the import and export classification codes.
